Zoom Breakout Rooms Not Working
If your breakout rooms fail to open, participants are not being moved into rooms, or the breakout room button is missing from your toolbar, the issue is typically a settings or permissions problem. This guide covers everything you need to get breakout rooms working correctly.
Step 1: Enable Breakout Rooms in Account Settings
Breakout rooms must be enabled in your Zoom web settings before they appear in the desktop app.
- Sign in to zoom.us/signin.
- Navigate to Settings → In Meeting (Advanced).
- Find “Breakout room” and toggle it On.
- Optionally enable “Allow host to assign participants to breakout rooms when scheduling” for pre-assignment functionality.
- If the toggle is locked with a grey padlock icon, the setting is controlled by your organization’s admin. Contact your IT administrator to enable it.
After enabling the setting, restart your Zoom desktop app for the change to take effect. The Breakout Rooms button should now appear in your meeting toolbar.
Step 2: Verify Host Permissions and Licensing
Only certain roles can create and manage breakout rooms:
- Meeting host: Full breakout room control.
- Co-host: Can manage breakout rooms only if the host has opened them first (Zoom 5.4.6+).
- Alternative host: Has the same abilities as the host when the host is absent.
- Participants: Cannot create or manage breakout rooms.
Important licensing notes:
- Breakout rooms work on all Zoom plans, including the free plan.
- The host must be using the Zoom desktop client (Windows, macOS, or Linux). Breakout rooms cannot be created from the Zoom mobile app or web client by the host.
- Participants can join breakout rooms from any client, including mobile and web.
Step 3: Fix Rooms Not Opening or Participants Not Moving
If you create breakout rooms but participants are not moved when you click Open All Rooms:
- Ensure all participants have joined with the desktop or mobile app. Web client users on older browser versions may experience issues.
- Check if participants are on Zoom version 5.0 or later. Ask participants to update their app.
- If a participant’s name appears in the breakout room list but they remain in the main session:
- Click Breakout Rooms → select the room → Assign the participant manually.
- If manual assignment fails, ask the participant to leave and rejoin the meeting.
- Ensure you are not exceeding the maximum number of breakout rooms (50 rooms) or participants per room (1,000 in large meetings).
- Wait 30 seconds after clicking “Open All Rooms” — there can be a delay, especially with many participants.
Step 4: Resolve Pre-Assignment Issues
If pre-assigned breakout rooms are not working when the meeting starts:
- Pre-assignment requires that “Allow host to assign participants to breakout rooms when scheduling” is enabled in web settings.
- Participants must join using the same email address they were pre-assigned with. If they join with a different email or without signing in, they will not be matched.
- Pre-assignment only works for scheduled meetings, not instant meetings.
- To set up pre-assignment:
- When scheduling a meeting on the web portal, check “Breakout Room pre-assign”.
- Either manually assign participants or upload a CSV file with the format:

Room 2,user3@example.com
- After the meeting starts, click Breakout Rooms → Recreate → Recover to pre-assigned rooms to apply the assignments.
Step 5: Troubleshoot In-Meeting Breakout Room Errors
Common issues during active breakout sessions:
- “Breakout rooms are currently unavailable”: This error may appear during Zoom service disruptions. Check status.zoom.us.
- Host cannot broadcast message: Ensure you click Broadcast a message to all from the Breakout Rooms panel, not the main chat window.
- Timer not working: The countdown timer only appears if you set a time limit when opening rooms. You cannot add a timer after rooms are already open — close and reopen them.
- Participants cannot return to main room: Participants should click Leave Room → Return to Main Session. If this button is missing, ask them to update their Zoom app.
- Screen sharing not working in breakout rooms: By default, only the host can share screens. To enable participant sharing, adjust the setting before opening rooms: Security → Allow Participants to Share Screen.
- Recording in breakout rooms: Only the host’s breakout room is recorded during local recording. For cloud recording, only the main room is recorded. Participants cannot record in breakout rooms unless given permission.
